Grant application conditions

Eligible Countries	Member States, Associated Countries, OECD and Mercosur countries. Entities in Russia, Belarus, or non-government-controlled territories of Ukraine are excluded.
Ownership Restrictions	Entities directly or indirectly controlled by non-eligible countries are excluded unless guarantees are provided to safeguard EU strategic interests.
High-Risk Suppliers	Entities assessed as high-risk suppliers of mobile network communication equipment are not eligible.
Gender Equality Plan	Mandatory for public bodies, research organizations, and higher education establishments.
Proposal Page Limit	70 pages for RIAs submitted under Stream B and Stream C.
