Excellence: Quality and relevance of the project’s objectives; soundness of the concept, and credibility of the proposed methodology.

Impact: Contribution to expected outcomes and impacts outlined in the work programme; quality of proposed measures to exploit and disseminate the project results.

Quality and efficiency of implementation: Quality of the work plan, management structures, competence, and resources of the project consortium.

Entities or activities not eligible per the Horizon Europe General Annexes (e.g., those subject to EU financial sanctions, unethical activities).

Projects must submit periodic technical and financial reports and a final report according to Model Grant Agreement requirements.
