Advancing European climate risk assessments

This grant aims to advance the knowledge base and methodologies for climate risk assessment in support of the European Adaptation Strategy. Actions funded are expected to improve the understanding, quantification, and communication of climate-related risks across different systems and regions, address gaps identified in previous EU Climate Risk Assessments (EUCRA), and enhance resilience and preparedness strategies at the EU, national, and sub-national levels. Projects should leverage recent scientific advances, utilize multiple data sources, and deliver their results in decision-support tools and through EU portals. At least two interacting systems or sectors must be addressed with a transboundary dimension, and study cases should collectively cover the four EUCRA regions. Special attention should be given to compound, cascading, and low probability high impact risks, and collaboration with relevant EU research initiatives is encouraged.

Coverage	Funding will take the form of a lump sum as defined in the Horizon Europe Framework Programme. Eligible costs and coverage as outlined in the Model Grant Agreement.

Grant application conditions

Eligible applicants	Entities established in eligible countries as described in Annex B of the Horizon Europe Work Programme General Annexes. Includes EU Member States and other eligible countries.
Admissibility conditions	Proposal must conform to page limits and layout described in Annex A and E of the Horizon Europe Work Programme General Annexes. Application must use the standard templates and be submitted via the Funding and Tenders Portal Submission System.
Scope requirements	Actions must address at least two interacting systems or sectors (such as ecosystems, agri-food, health, infrastructures, energy, water, economy and finance). Must include study cases at sub-European scale. Study cases must collectively cover all four EUCRA regions (Northern, Western, Central-eastern, and Southern Europe) and some must address transnational issues (involving more than one country of a particular region). Actions must contribute to future editions of EUCRA. Specific resources must be allocated for this purpose.
Use of data and methodologies	If using satellite-based earth observation, positioning, navigation and/or related timing data and services, proposals must use Copernicus and/or Galileo/EGNOS data and services, as well as other sources as appropriate.
Coordination and collaboration	Collaboration with projects from Mission Adaptation, Cluster 5 Destination 1 on Climate Science and Responses, and other relevant initiatives is encouraged. Actions should make use of European research infrastructures (e.g., IRISCC) if appropriate.
Other legal and financial conditions	Applicants must demonstrate financial and operational capacity as described in Annex C. Eligible costs will be covered as a lump sum (see General Annex G and Model Grant Agreement).
