Grant application conditions

Admissibility Conditions	Proposal must comply with the page limit and layout described in the Horizon Europe Work Programme General Annexes and Application Form instructions.
Eligible Countries	EU Member States, Iceland, Norway, Canada, Israel, Republic of Korea, New Zealand, Switzerland, United Kingdom Entities from other countries may be eligible if associated to Horizon Europe before grant signature and listed as eligible at submission.
Control and Strategic Interest	Entities directly or indirectly controlled by a non-eligible country/entity may not participate unless they provide guarantees (positively assessed by their country of establishment) that participation does not negatively impact the Union’s strategic interests, autonomy, or security.
High-Risk Supplier Restriction	Entities assessed as high-risk suppliers of mobile network communication equipment, or entities owned or controlled by such suppliers, cannot submit guarantees and are not eligible to participate.
Ownership and IP Restrictions	Ownership of IP and results must remain within the recipient during and after the action and must not be subject to control/restrictions by non-eligible countries. Export or access outside eligible countries requires approval by the country of establishment.
Financial and Operational Capacity	Applicants must have the necessary financial and operational capacity as described in Annex C of the Horizon Europe Work Programme General Annexes.
Legal and Financial Set-up	Set-up as described in Annex G of the Work Programme General Annexes applies.
Application Submission	Use the standard application form for Innovation Actions (HE IA) provided in the Submission System.
