Boosting innovation through better integration of fragmented health R&I efforts

This grant supports pre-competitive research and innovation for novel tools, methods, and technologies to foster the development of health innovations that prevent, intercept, diagnose, treat, and manage diseases and to enable efficient recovery. Projects should break down fragmentation in medicine and technology by developing integrated, people-centred healthcare solutions. The grant aims for increased competitiveness of the EU’s health industry, sustainable biotechnology innovation, digital health transformation, and contributes to strategic EU initiatives such as the European Green Deal, Beating Cancer Plan, Virtual Human Twins Initiative, and more. Proposals must deliver outcomes that address public health needs, support future health innovations that are safe, effective, affordable, and people-centred, and benefit all stakeholders in healthcare.

Grant application conditions

Admissibility	Proposal page limit for single-stage RIA full proposals is 50 pages. Templates and layout as described in the Application Form and Horizon Europe General Annexes.
Eligible Countries	EU Member States and countries associated to Horizon Europe. Certain non-EU/non-Associated Countries may be eligible if they make provisions; see Horizon Europe Programme Guide for full details.
Other Eligibility	See Annex B of the Horizon Europe Work Programme and IHI JU Work Programme for specific conditions and eligibility requirements.
Consortium Requirement	Applicants must submit as a cross-sectoral, collaborative public-private partnership consortium, reflecting the integrative and cross-sectoral nature of IHI JU. Partnerships should include health industry sectors and other stakeholders (companies, academia, public/NGO sector, etc.).
Financial and Operational Capacity	Applicants must demonstrate sufficient financial and operational capacity in line with Annex C of the Horizon Europe Work Programme General Annexes.
Expected Impact	Proposals must contribute to breaking down fragmentation in medicine and health technologies; develop integrated, patient-centred solutions; foster innovative health technologies using harmonized data approaches. Faster integration of new health products, tools, services across the healthcare pathway, and green transition in healthcare delivery and technology.
Expected Outcome	Projects must deliver results enabling tools, data, platforms, technologies, and processes for improved prediction, prevention, diagnosis, treatment, and management of diseases. Solutions must address public health needs and support safe, effective, affordable, and people-centred health innovations.
Scope	Activities should address important unmet public health needs due to disease burden or economic impact. Should involve translation of research into solutions integrated into healthcare ecosystems and/or industrial processes. Landscape analysis to ensure synergy and avoid duplication with existing initiatives.
Application Requirements	Submission of Part A of the Application Form with proposal and participant information, budget, ethics, and more. Mandatory annexes: Budget table, in-kind contribution commitment, information for clinical studies, contributing partners' documents where applicable. Optional annex: Ethics (if insufficient space in main application).
Regulatory and Open Access	Applicants are encouraged to develop a regulatory strategy and to interact with relevant EU and national authorities. Open access to project-generated standards, datasets, and research results should be provided where relevant.
