Excellence: Clarity and pertinence of the project’s objectives, credibility of the proposed methodology, degree of innovation and advancement beyond the state-of-the-art.

Impact: Contribution to expected impacts outlined in the grant topic and work programme, measures to maximise dissemination, exploitation, and communication of results, including open science practices.

Quality and Efficiency of Implementation: Quality and effectiveness of the work plan and resources, appropriateness of the consortium, competences and added value of each partner, and adequacy of risk management.

Participants not compliant with Horizon Europe eligibility rules.

Proposals not meeting the integrative, public-private consortium requirement.

Proposals that do not address unmet public health needs or lack sufficient emphasis on digitalisation and data exchange in healthcare.

Entities failing to demonstrate financial or operational capacity per Horizon Europe requirements.

Entities under financial sanctions or excluded per EU Financial Regulation.

Reporting requirements are as specified in the Horizon Europe Model Grant Agreement, including periodic and final technical and financial reports and adherence to open access and data management obligations.

Projects must report on progress towards expected impacts and outcomes as described in the proposal and grant agreement.

Single-stage submission via the EU Funding and Tenders Portal using the online Submission System.

Applicants must prepare and upload all mandatory application components, including the completed forms and all required annexes.
