Excellence: Quality and pertinence of the project's objectives, credibility of the approach, and soundness of the methodology.

Impact: Contribution to SNS objectives, impact on European strategic assets and autonomy, and broad usability in 6G/AI ecosystem. Includes sub-criteria for SME and IKOP contributions.

Quality and Efficiency of the Implementation: Competence and experience of the consortium, work plan clarity, resource allocation, and effectiveness of management structures.

In case of ranking ties: level of SME participation, then level of IKOP participation, will be used to differentiate proposals.

Entities assessed as high-risk suppliers of mobile network communication equipment and entities owned/controlled by them.

Entities from, or owned >50% by, Russian or Belarusian entities, or established in non-government-controlled territories of Ukraine.

Beneficiaries, affiliated entities, associated partners, subcontractors, recipients of financial support, and in-kind contributors from these exclusions.

Reporting, monitoring, and collaboration requirements as outlined in the Model Grant Agreement (MGA), including participation in the SNS JU Programme through a written collaboration agreement.

Open science and open data requirements: AI/ML datasets used or created in the project must be made available through a common, openly accessed repository and may be reused by other SNS projects.

Single-stage application; proposals submitted through the EU Funding & Tenders Portal using the specific call application form.

Applicants must complete the mandatory table of compliance in the proposal technical description and submit all required documentation as per the call guidelines.

Evaluation and ranking procedures follow Horizon Europe rules, with specific tie-breaking criteria.

Completed application form, including the mandatory table of compliance.

Evidence of operational and financial capacity.

Consortium composition reflecting industrial leadership and, as relevant, academic/research expertise.

Provision or reference to a gender equality plan for relevant organizations.
