Electricity, Gas, Smart Grids, Hydrogen and CO₂ networks - Works

This grant supports Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs) in the energy sector, aiming to contribute to the development and implementation of trans-European networks. The objective is to further the integration of an efficient internal energy market, interoperability of networks across borders and sectors, decarbonisation of the economy, energy efficiency, and secure supply. The grant targets energy infrastructure projects aligned with the European Green Deal, the Paris Agreement, 2030 climate and energy targets, and the EU's long-term decarbonisation objectives.

Grant application conditions

Admissibility	Proposals must comply with the page limits and layout as described in Part B of the Application Form.
Eligible Countries	Described in section 6 of the call document; open to eligible EU Member States and, where applicable, other eligible countries.
Eligible Applicant	Applicants can be public or private bodies established in EU Member States or in overseas countries and territories linked to them.
Eligible Activities	Works contributing to the implementation of a Project of Common Interest (PCI) or Project of Mutual Interest (PMI) as identified in the Union list and within the scope of TEN-E Regulation.
Type of Projects	Projects in electricity (excluding regulated storage), gas, smart electricity grids, smart gas grids, hydrogen, and CO₂ networks, as covered by the TEN-E Regulation. Projects must contribute to decarbonisation, security of supply, system flexibility, or innovation.
Project Specific Requirements	Demonstrate significant positive externalities (security of supply, system flexibility, solidarity, innovation) based on cost-benefit analysis. Receive cross-border cost allocation decision (for relevant categories); for hydrogen projects without national regulatory authority competence, must provide services across borders, bring technological innovation, and ensure safety. Must clearly demonstrate lack of commercial viability by supporting evidence (cost-benefit analysis, business plan, assessments by investors/creditors/national regulatory authority, as applicable).
