Enabling environments for a sustainable and circular construction sector

The grant supports the development and demonstration of enabling environments for the testing, validation, deployment, and upscaling of innovative construction solutions aligned with the New European Bauhaus (NEB) principles. Projects are expected to facilitate real-life testing for companies, provide blueprints and evidence for wider policy and market uptake, and contribute to NEB Academy pillars by addressing sustainability, circularity, and competitiveness in the European construction sector.

Grant application conditions

Admissibility conditions	Proposal page limit and layout must follow Annex A and E of the Horizon Europe Work Programme General Annexes and use templates from the Submission System.
Eligible countries	Applicants must be from eligible countries as described in Annex B of the Work Programme General Annexes. Associated and some non-EU countries may participate under specific provisions.

Financial and operational capacity	Applicants must demonstrate financial and operational capacity and are subject to exclusion criteria as described in Annex C.
Consortium composition	Projects must support at least two different companies, including at least one start-up, in developing NEB-aligned construction solutions.
Stakeholder involvement	Projects must involve relevant actors from the construction value-chain: industries, companies, researchers, designers, public authorities, investors, and civil society.
Approach requirements	Adopt a place-based approach considering local ecosystems and governance structures. Co-design solutions with end-users and address societal needs. Follow participatory and transdisciplinary development processes.
Minimum budget share for dissemination	Allocate at least 0.8% of the project’s budget to engage with the NEB Academy and 'NEB hub for results and impact' for sharing results and impact assessment.
Technology Readiness Level	Activities must reach Technology Readiness Level (TRL) 6-8 by project end. Activities may start at any TRL.
Eligible costs structure	Funding is provided as a lump sum as outlined in the Decision of 7 July 2021 authorising the use of lump sum contributions under the Horizon Europe Programme.
