Basic research to accelerate knowledge on epidemic/pandemic pathogens, their transmission, and interaction with humans, animals, and plants.

Preclinical research and testing of medical countermeasures.

Clinical research supporting the development of vaccines, diagnostics, therapeutics, and digital solutions.

Public health and social science research, including evaluation of interventions and communication strategies.

Development and maintenance of research infrastructures, platforms, and networks.

Capacity building, networking, and training researchers.

Excellence (min 4) – Quality and pertinence of the project's objectives and contribution to the EU's preparedness and response.

Impact (min 4) – Relevance and impact of expected outcomes, enhancing EU and global cooperation.

Implementation (min 3) – Quality and effectiveness of the work plan, including resource allocation and governance structure.

Beneficiaries may need to submit interim and final reports as defined in the Model Grant Agreement and project requirements.

Reporting should include scientific outputs, progress on coordination, capacity building, knowledge sharing, and implementation of planned activities.

Proposals must be submitted via the Funding & Tenders Portal using the standard application form (HE COFUND).

Applicants should describe collaboration methodology, governance, expected impacts, and capacity to implement the partnership.

Detailed project proposal according to the application form, including methodology, partnership structure, capacity building strategy, and budget.

Compliance with the Horizon Europe rules (admissibility, eligibility, ethical requirements).

Demonstration of financial and operational capacity, and ability to pool resources for large-scale collaborative action.

Plans for sustainability, inclusion, open data, and gender/sex dimension.
