Fighting disinformation and effectively communicating on climate change

This grant aims to advance knowledge and understanding of disinformation dynamics concerning climate policy and its backlash from a communication perspective. Projects should develop tools and products for public authorities, media, and civil society to detect and combat climate change-related disinformation at scale, as well as devise tailored, innovative, and effective communication techniques to better engage citizens on climate change and policy. The overall goal is to increase acceptance of climate action, enhance democratic processes, strengthen societal resilience, and foster sustained behavioural change by building trust in climate science and improving climate literacy.

Grant application conditions

Admissibility Conditions	Proposal page limits and layout described in Annex A and Annex E of the Horizon Europe Work Programme General Annexes. Detailed requirements are found in Part B of the Application Form in the Submission System.
Eligible Countries	EU Member States and countries associated with Horizon Europe. Some non-EU/non-Associated Countries may be eligible under specific provisions.
Special Requirements for Satellite Data	If using satellite-based earth observation or positioning data and services, projects must use Copernicus and/or Galileo/EGNOS.
Financial and Operational Capacity	Applicants must possess adequate financial and operational capacity as described in Annex C of the Work Programme General Annexes.
Evaluation and Award Criteria	Award criteria, scoring and thresholds are in Annex D; submission and evaluation process in Annex F of the Work Programme General Annexes.
Legal and Financial Set-up	Grants take the form of a lump sum; Model Grant Agreement and detailed provisions are provided in the call documentation.
Interdisciplinary Approach	Projects should apply interdisciplinary methods, including natural sciences, social sciences, humanities, behavioural sciences, media studies, and communication theory.
Eligible Participant Types	Participation of public and private sectors, including SMEs, is strongly encouraged. Private persons are also eligible.
Geographic Focus	Primary focus must be on Europe; local, national, and (for framing or best practices) international elements also considered.
International Cooperation	International cooperation, especially with the United States and low- to middle-income countries eligible for Horizon Europe funding, is encouraged.
Collaboration and Clustering	Collaboration and clustering activities with other relevant Horizon Europe projects are strongly encouraged.
Citizen and Stakeholder Engagement	Projects should encourage citizen engagement, including youth and vulnerable audiences.
Resource Allocation	Proposals must earmark sufficient resources for clustering/collaboration activities, and for empirical work aligning with EU Missions on Adaptation to Climate Change and on Climate Neutral and Smart Cities.
