Increasing the impact of research and supporting the institutional knowledge transfer capacity of research institutions and universities (Astra+)

The aim of the grant is to enhance the knowledge transfer capacity of research and development institutions and universities by improving the application of research results in business and society.

The maximum share of eligible costs covered by the grant is 100%.

Grant application conditions

Applicant
  • A public or state research and development institution that received basic funding for research and development institutions in the years 2019–2023.
  • A public university or state vocational higher education institution.
  • A higher education institution operating within a state-established foundation.
Project activities
  • Development of the ADAPTER cooperation network.
  • Increasing knowledge and skills related to knowledge transfer and business development.
  • Strengthening knowledge transfer capacity according to the needs of the public and business sectors.
Supported activities
  • Activity 1: Ensuring and developing the substantive and technical functionality of the ADAPTER cooperation network of Estonian universities and research and development institutions, marketing the platform, presenting services jointly offered by institutions through the platform, ensuring readiness for technical support of services, marketing, and network activities.
  • Activity 2: Increasing and improving knowledge and skills related to knowledge transfer and business development in the target group of research and development institutions, universities, and vocational higher education institutions, including developing a corresponding skills development program and implementing the program within the measure's target group.
  • Activity 4: Increasing knowledge transfer capacity according to the needs of the public and business sectors and society, including recruiting personnel related to knowledge transfer, enhancing knowledge and skills, developing necessary support services, creating and improving the environment needed for offering knowledge transfer services, including developing digital solutions and information systems, and acquiring and upgrading material and immaterial assets needed for service development (including certification) based on existing research infrastructure.
