93% of the necessity score is based on compliance with water management development plans, legal acts, and drinking water and wastewater treatment requirements, and 7% on contribution to the implementation of the Ida-Virumaa development strategy.

Higher value is given to the construction or reconstruction of water supply and sewerage systems in areas with higher wastewater pollution loads.

Feasibility of the project accounts for 30% of the total score.

In the feasibility assessment, budget justification makes up 50%, applicant and partners' capacity 20%, and own contribution exceeding the mandatory rate 30%.

Sustainability of the project accounts for 10% of the total score.

In assessing sustainability, the number of people benefiting from the project and the size of the water company managing the system are considered.

A project that benefits more than 1,500 people receives the maximum four points for the beneficiary criterion.

The environmental protection impact of the project accounts for 30% of the total score.

In the case of a wastewater project, the impact on the status of surface and groundwater, reduction of pollution risk, and elimination of accident risk is assessed.

In the case of a drinking water project, the impact on improving microbiological, chemical, and indicator values of drinking water and increasing supply security is assessed.

The project must achieve at least 2.4 points out of four, i.e., 60% of the maximum weighted average score.

Projects that meet the requirements are ranked according to their point total and funded up to the budget of the application round.

A project whose applicant is not a local government of Ida-Viru County or an entity under the direct or indirect dominant influence of the local government.

An activity that is not described in the valid local government public water supply and sewerage development plan.

A project for which the amount of support requested is less than 500,000 euros.

A project with no connection to mitigating the consequences of environmental changes resulting from oil shale mining or processing.

A project with no positive impact on drinking water quality, water supply reliability, wastewater treatment, or the condition of surface and groundwater.

Routine operating and maintenance costs not directly related to implementation of the investment.

Unsubstantiated, unnecessary, or unjustifiably higher than market price costs.

Costs whose formation is not justified by a price offer, calculation, or other supporting documents.

Profit calculated from self-supply services.

Double funding of the same cost from another public or European Union funding source.

Costs incurred outside the eligibility period specified in the grant decision.

Activities for which the necessary ownership or usage rights, permit, approval, or technical project do not exist.

The beneficiary must submit a final project report with mandatory annexes to KIK.

An extract of the project's accounting ledger must be attached to the final report.

If the project generates income, an extract of the project's income statement must be submitted. Provision of public water supply and sewerage services is not considered as income for the purposes of this requirement.

Documentation reflecting the completed works, as-built drawings, and site plans must be submitted.

The project on which the construction works were based must be submitted together with annexes.

In the case of wastewater projects, wastewater sample analysis reports must be submitted.

In case of construction or reconstruction of a wastewater treatment plant, a document proving the competence of the operator must be submitted.

In case of installation of drinking water or wastewater treatment equipment, it must be confirmed that operating manuals have been handed over to the beneficiary and necessary personnel have undergone maintenance training.

The beneficiary must comply with KIK and European Union notification, procurement, document retention, and control requirements in the case of state aid.

1. The applicant checks that the planned activities are included in the valid public water supply and sewerage development plan.

2. A technological or construction project and a detailed project budget, no older than two years, are prepared.

3. Required permits, approvals, ownership or usage right documents, and a decision on designation as a water company are obtained.

4. The applicant obtains a digitally signed confirmation from the Association of Ida-Viru County Local Governments supporting the financing of the project.

5. The application with mandatory annexes is submitted in the e-grant system from July 20, 2026.

6. KIK checks applicant, project, activities, budget and annexes for compliance with requirements.

7. Compliant applications are evaluated based on project necessity, feasibility, sustainability, and environmental impact.

8. Projects that achieve at least 2.4 points are ranked by total score.

9. KIK funds projects with the highest scores up to the budget of the application round.

10. The grant decision will specify the eligibility period, the amount of the support, and the conditions for payments and reporting.
