Improving the Energy Efficiency of Local Government Buildings from the Modernization Fund 2025

The aim of the grant is to improve the energy efficiency of public sector buildings, reduce greenhouse gas emissions, decrease the energy supplied to the building and the building's maintenance costs, align with indoor climate requirements, and promote the use of renewable energy.

Grant application conditions

Applicant type
  • Local government unit
  • Unit dependent on a local government unit
  • Unit under the joint controlling influence of local government units with the consent of the respective local government to submit the application
Geographical restriction
  • Estonia
Project duration
  • Maximum of 42 months from the application submission deadline
Building use after reconstruction
  • The building must be used for providing public services for at least five years at the same level as stated in the application
Building ownership
  • The building must belong to the applicant or a related entity as stipulated in the regulation
Energy-saving measures requirement
  • Reconstruction works must be reflected in the list of energy-saving measures in the building's energy audit
