Excellence (quality and pertinence of objectives, soundness of the concept, credibility of the proposed methodology).

Impact (contribution to expected outcomes, capacity for replication and upscaling, dissemination strategy, sustainability of results).

Quality and efficiency of the implementation (work plan, consortium composition, allocation of resources, risk management).

Balanced portfolio: Grants will be awarded ensuring at least one highest-ranked proposal per Mission basin, subject to meeting quality thresholds.

Proposals that do not address the mapping of marine habitats for the relevant Mission basin.

Entities or authorities already participating as beneficiaries in the demonstration site of the same project are not eligible for third-party financial support.

Projects that do not ensure open access to relevant marine data are excluded.

In-situ and observation data must be made openly available through EMODnet.

Periodic reporting on project implementation, outcomes, and capacity building required as per model grant agreement.

Consortium agreement outlining roles of relevant public authorities and stakeholders.

Work plan, budget, and details of financial support to third parties (if applicable).
