National Adaptation Hubs - Bringing together the national level with the engaged regional and local levels (multi-level governance)

This grant supports multi-level governance for climate adaptation in the EU by engaging and mobilizing national, regional, and local stakeholders. Projects funded under this action will establish adaptable National Adaptation Hubs to facilitate coordination between different levels of governance, dissemination of solutions, peer learning, and implementation of climate adaptation strategies. Activities aim to further develop and update adaptation plans, foster collaboration, and bridge gaps between EU, national, and local authorities.

Max funding	10,000,000 EUR (per grant, based on the topic’s foreseen budget for HORIZON-MISS-2026-01-CLIMA-01). In addition, third-party entities establishing National Adaptation Hubs can receive up to 200,000 EUR each.

Grant application conditions

Eligible Applicants	Entities established in EU Member States or Associated Countries, in accordance with Annex B of the Horizon Europe Work Programme General Annexes. Applicants must have operational and financial capacity to implement the project.
Third-party Support	Financial support to third parties for establishing National Adaptation Hubs is allowed, with a maximum of one entity per EU Member State or Associated Country and a ceiling of EUR 200,000 per entity.
Target Group	Regional and local authorities are the primary target but do not participate directly in the consortium; they should benefit from supported activities.
Collaborations Required	Close collaboration with the Adaptation Mission Secretariat and Implementation Platform. Cooperation and knowledge sharing with other relevant EU Missions. Collaboration with Horizon Europe National Contact Points to increase awareness and capacity.
Project Duration	Expected to last until the end of the Mission (end of 2030).
Grouping Scheme	A structural scheme must bring together regions and local actors facing similar adaptation challenges—including cross-country and intra-country groupings to facilitate knowledge transfer.
