National Cyber Hubs

The objective is to create or strengthen National Cyber Hubs across the European Union, supported by state-of-the-art technology, acting as central points for detecting, gathering and storing data on cybersecurity threats, analysing this data, and sharing and reporting cyber threat intelligence. These hubs will foster collaboration between public and private cybersecurity actors, deliver targeted training, and support critical and undersea infrastructure resilience. The programme aims to enable proactive management of cyber events, promote automation, and facilitate information exchange, building on advanced technologies such as artificial intelligence and dynamic learning.

Grant application conditions

Admissibility	Proposal must comply with the page limit and layout described in section 5 of the call document. Submission as described in Part B of the Application Form.
Eligible Countries	Described in section 6 of the call document; open to EU Member States.
Applicant Type	Single entity designated by a Member State to act as National Cyber Hub, under the authority of the Member State.
Ownership Control Declaration	The applicant must submit an appointment decision from the Member State designating it as National Cyber Hub (country-specific format accepted).
Legal and Financial Capacity	Requirements described in section 7 of the call document; applicants must prove both financial and operational capacity.
Award Criteria	Criteria, scoring, and thresholds described in section 9 of the call document.
Evaluation	Submission and evaluation processes described in section 8 of the call document. Evaluation considers both joint procurement and grant streams—grants are only awarded to applicants successful in the joint procurement evaluation.
Commitment to Cross-Border Cyber Hub	National Cyber Hubs must commit to applying for participation in a Cross-Border Cyber Hub within two years.
Security Restrictions	Participation is subject to restrictions per Article 12(5) of Regulation (EU) 2021/694 and related amendments, as specified in Appendix 3 of the Work Programme.
