Eligible costs include personnel, equipment, consumables, travel, subcontracting, and other expenses in accordance with the rules set out in the Horizon Europe Model Grant Agreement. Only expenses necessary for project objectives are eligible.

Excellence: Clarity and pertinence of objectives; Soundness of the proposed methodology; Suitability of the proposed approach to address technical challenges (SRIA 2030 issues).

Impact: Contribution to expected outcomes; Impact on European industrial/technological capacity; Potential for real-world applications in science and industry.

Quality and efficiency of the implementation: Quality of the workplan and management structure; Competence and experience of the partners and staff; Adequacy of resources.

Applicants excluded under the general grounds of exclusion in Horizon Europe as detailed in the Work Programme General Annexes (e.g., bankruptcy, grave professional misconduct, non-fulfillment of tax/social security obligations, conflict of interest). Military applications and activities contrary to EU values are also excluded.

Reporting requirements are defined in the Horizon Europe Model Grant Agreement, typically including periodic technical and financial reports, deliverables, and a final report covering all results achieved and impact.

Projects are expected to present regular progress on Technology Readiness Levels (TRL) and alignment with project goals.
