Applicants must present, develop, and implement a fund for independent media and organizations primarily active in local and regional media, investigative journalism, or public interest journalism.

Proposals must include clear deliverables, performance indicators, and a detailed outreach plan.

Activities must take place in at least 4 EU countries, with a majority of the budget spent in the EU.
