Next generation climate monitoring and related capabilities

This grant aims to support projects that advance climate monitoring of Essential Climate Variables at global and regional scales to assess climate state, variability, and change, and to track progress towards the Paris Agreement and EU climate objectives. The focus is on improving climate data records and reanalyses, climate forcing and emission datasets, and supporting the transformation of data into actionable knowledge. Proposals must address one of the following priority areas: next generation climate data records, next generation Earth system reanalyses, or next generation climate forcing and emission data sets. Outcomes should strengthen EU climate data sovereignty and support informed policy making. International cooperation and coordination with frameworks such as CMIP, Copernicus, and relevant global organizations are strongly encouraged.

Grant application conditions

Eligible Applicants	Legal entities established in EU Member States and eligible Associated Countries. Certain non-EU/non-Associated Countries may be eligible where directly specified.
Eligible Activities	Advance innovative methods to improve, expand, and update climate data records and climate information. Research for next generation global and European high-resolution climate reanalyses. Production and quality assurance of climate forcing and emission data sets.
Proposal Format	Proposal page limits and layout must comply with guidelines in Part B of the Application Form and Horizon Europe Work Programme Annexes.
Admissibility	Proposals must meet the admissibility criteria described in the Horizon Europe Work Programme General Annexes (Annex A and E).
Use of Data	If projects use satellite-based earth observation, positioning, navigation and/or related timing data and services, Copernicus and/or Galileo/EGNOS must be used. Other data and services may be used additionally.
Legal and Financial Capacity	Applicants must demonstrate financial and operational capacity as specified in the Horizon Europe rules.
Award Criteria & Allocation	Grants awarded based on evaluation criteria and thresholds, ensuring coverage of all priority areas (A, B, C) for balanced portfolio. At least one top-ranked proposal from each area funded if thresholds are met.
Expected Outcomes	Improved climate data (spatially and temporally) with wider applicability. Enhanced EU climate data sovereignty. More efficient distillation of climate information for policy making.
