Excellence — Relevance to the call, clarity and pertinence of objectives, credibility of the proposed approach, and ambition.

Impact — Expected outcomes and impacts, measures to maximise expected impacts.

Quality and efficiency of the implementation — Quality of the work plan, adequacy of the consortium (composition and expertise), allocation of tasks and resources, and risk management.

Organizations or activities not eligible under Horizon Europe rules as detailed in the General Annexes.

Entities failing to demonstrate financial or operational capacity or excluded under EU financial regulations.

Proposals that do not address TRL 4–6 quantum hardware technologies or fail to ensure the expected progression in technology readiness.

Periodic and final reporting in line with the Model Grant Agreement (MGA) requirements of Horizon Europe, including deliverables covering technical progress, financial expenditure, and milestone achievements.

Specific technical reporting concerning advancement of quantum pilot line capacities, TRL progression, and alignment with Chips JU roadmap.

Application must be submitted electronically via the Funding & Tenders Portal within the specified deadline.

Required documentation includes the completed application form, detailed budget, description of work package structure, and participants' profiles, following templates in the Submission System.

Evaluation process follows a single-stage submission and assessment as outlined in the Work Programme General Annexes.
