Quantum-Testing Infrastructure for Quantum Technologies

This grant aims to establish a pan-European open-access testing and experimentation infrastructure for quantum technologies. It will enable systematic validation and certification of quantum components and systems, deployment of distributed quantum testing facilities, provision of certification services to support future standardisation, and support for SMEs, start-ups, and research institutions in validating quantum components and sub-systems. Ultimately, it will strengthen Europe’s competitiveness by ensuring robust quality assurance mechanisms and accelerating time-to-market of quantum products.

Grant application conditions

Admissibility	Proposal page limit and layout as described in Annex A and Annex E of the Horizon Europe Work Programme General Annexes and Part B of the Application Form.
Eligible Countries	As described in Annex B of the Work Programme General Annexes. Participation is open to EU member states and associated countries. Certain non-EU/non-Associated Countries may participate under specific provisions.

Legal and Financial Capacity	Applicants must demonstrate financial and operational capacity as described in Annex C of the Work Programme General Annexes.
Award Criteria	Evaluation and award criteria, scoring, and thresholds described in Annex D of the Work Programme General Annexes.
Submission Process	Applications must be submitted using the template available in the submission system within the deadlines specified.
Project Scope	Expansion and interconnection of open-access quantum testing facilities across multiple Member States. Development and deployment of interoperable testing methodologies, benchmarking protocols, and certification procedures. Integration of metrological and validation capabilities into Research and Technology Organizations (RTOs) and academic infrastructures for quantum technologies at TRL 4–7. Creation of a digital platform for test planning, remote execution, and data reporting. Engagement and feedback with industry, in particular SMEs and start-ups, to define requirements and models for access.
Eligible Activities	Testing activities must validate quantum technologies starting at TRL 3/4 and confirm progression to TRL 5/7 by project end. (No TRL applies to some testing activities.)
