The objective of this call is to develop rail transport infrastructure projects on the TEN-T core network. The scope covers works and/or studies related to the construction or upgrading of cross-border and missing links, interconnections between rail and other modes of transport (such as inland waterway and maritime transport, including port hinterland connections), and projects aimed at integrating high-speed rail and air networks for a more sustainable feeder network for long-haul flights. Priority is given to projects fostering high-speed rail development in line with the Commission communication on high-speed rail. Support is not provided for railway stations, except for railway infrastructure components (which must be submitted as distinct work packages if included), trackside ERTMS deployment, electronic interlockings, Class A radio communication components (5G/FRMCS/GSM-R), Class B systems activities, or rolling stock. Projects must comply with Directive (EU) 2016/797 and related Technical Specifications for Interoperability, and, where relevant, be compatible with cross-border alignment of operating procedures. When proposals combine studies and works, they must address different sections or activities. Supported facilities and infrastructure must be accessible on a non-discriminatory basis to all operators. Proposals located on the extended core network are not eligible.
