Monitoring and assessment activities must include at least two years of operations.

Progress reports and final reports are required, demonstrating compliance with KPIs and project objectives.

Proposals must include a funding plan, project implementation plan, and scalability analysis.

Letters of Intent (LOI) from public authorities and stakeholders must be provided.

Preliminary hydrogen safety planning and management plan.

Evidence of synergies with existing hydrogen demonstration projects.

Commitment to use Guarantees of Origin (GOs) for renewable hydrogen.
