Standalone projects

This grant targets standalone projects addressing significant social, economic, and environmental challenges resulting from the EU's transition toward the 2030 climate and energy targets, and the 2050 objective of climate neutrality. Projects must contribute measurable impact in these areas, utilizing relevant key performance indicators such as greenhouse gas emission reductions, job creation (including gender dimension), and outreach. Funded activities cover a wide range of sustainable investments including renewable energy, green and sustainable mobility, energy efficiency, circular economy, urban regeneration, digitalisation, smart waste/water management, biodiversity, social infrastructure, up-skilling and re-skilling, and enhanced resilience against ecological disasters. Projects must align with the approved Territorial Just Transition Plans and qualify for loans by the EIB or related intermediaries.

Grant application conditions

Eligible Countries	Applicants must be from countries described in section 6 of the Call document for the Public Sector Loan Facility.

Eligible expenses

Investments in renewable energy and green/sustainable mobility (including green hydrogen).

Efficient district heating networks.

Public research and digitalisation.

Environmental infrastructure for smart waste and water management.

Sustainable energy efficiency and building renovation/conversion.

Urban renewal and regeneration.

Transition to a circular economy.

Land and ecosystem restoration and decontamination.

Biodiversity projects.

Up-skilling, re-skilling, training, and social infrastructure (including care facilities and social housing).

Cross-border infrastructure development for enhanced resilience to ecological disasters.

Evaluation criteria

Relevance and impact of the project in addressing social, economic, and environmental challenges from the transition to EU's climate and energy targets.

Provision of key performance indicators (KPIs) such as GHG emission reductions, job creation (by gender), and number of people reached, as relevant.

Applicants are recommended to use EIB methodologies for assessing project GHG changes.

Business exclusions

Decommissioning or construction of nuclear power stations.

Manufacturing, processing, and marketing of tobacco and tobacco products.

Aid to undertakings in difficulty (as defined in Commission Regulation (EU) No 651/2014 point (18)), unless authorized under temporary State aid rules or for energy cost reductions in transition context.

Production, processing, transport, distribution, storage, or combustion of fossil fuel.
