Standards for Quantum Technologies – Coordination and Support Action (CSA)

This grant aims to support and accelerate the development and adoption of European and international standards for quantum technologies, enhancing interoperability, quality/reliability assurance, and trust in quantum systems. It strives to strengthen Europe's leadership in the global quantum standardisation landscape and ensure that European industrial and research priorities are integrated into emerging standards. Expected outcomes include the delivery of pre-normative standards and technical specifications across quantum computing, communication, and sensing; significant contributions of European stakeholders in international standardisation bodies; cross-sectoral interoperability; reduction of market fragmentation; and the creation of practical support tools for the uptake and implementation of quantum standards.

Grant application conditions

Admissibility Conditions	Proposal page limit and layout as described in Annex A and Annex E of the Horizon Europe Work Programme General Annexes. Specifics in Part B of the Application Form.
Eligible Countries	Legal entities established in EU Member States, Iceland, Norway, associated countries, and OECD countries. Non-EU/non-Associated Countries may participate if specific provisions are made. Entities controlled by a non-eligible country or non-eligible country entity cannot participate, even if established in eligible countries.
Legal Form	Legal entities, including European standardisation organisations (ESOs), companies, NGOs, government organizations, and consortia thereof; ESOs are encouraged to lead or be key partners.
Exclusion Criteria	Entities ineligible per General Annex B or directly/indirectly controlled by a non-eligible country or entity.
Financial and operational capacity	Assessed under Annex C of the Horizon Europe Work Programme General Annexes.
Project Scope	Build on European standardisation roadmaps to standardise results from quantum projects funded under Horizon Europe, Digital Europe Programme, EuroHPC JU. Foster active industrial standardisation community in Europe, including SMEs, start-ups, and large industries. Enable participation in international standardisation activities (ISO/IEC, ITU-T, ETSI), aligning with EU priorities. Support interoperability and integration of quantum systems via standardisation of interfaces, protocols, and benchmarking. Develop guides and training materials for adoption of the standards. Organise workshops and consultations for consensus and inclusivity.
Proposal requirements	Present a clear plan for stakeholder engagement, defined deliverables, and appropriate budget justification. Include detailed breakdown of person-days per task and daily rates.
