Strengthening the cooperation of semiconductor-intensive EU regions (CSA)

The objective of this grant is to support semiconductor-intensive regions and regional industrial semiconductor clusters working with regional governments. The action aims to strengthen regional cooperation across the semiconductor supply chain in the EU, contributing to smart specialisation in the sector, mapping regional ecosystems, and developing joint strategies to link and strengthen semiconductor-related activities. Expected outcomes include enhanced cooperation among regional governments and industrial clusters, mapping and connecting regional semiconductor ecosystems, identifying common needs, joint strategy development, and the creation of a sustainable online platform for exchanging information and best practices. The action involves identifying key stakeholders, developing collective strategies, collaborating with Chips Competence Centres, gathering evidence on investment obstacles, and collecting and disseminating best practices to support infrastructure development.

Coverage	Funding rates and coverage are defined by the Horizon Europe CSA scheme and subject to the terms set in the Model Grant Agreement.

Grant application conditions

Admissibility Conditions	Proposals must adhere to the page limits and layout requirements specified in Annex A and Annex E of the Horizon Europe Work Programme and in Part B of the Application Form.
Eligible Countries	Applicants must be from countries described in Annex B of the Work Programme. Some non-EU/non-Associated Countries may also be eligible subject to specific provisions.
Other Eligible Conditions	Subject to restrictions for the protection of European communication networks; see Annex B of the Work Programme General Annexes.
Financial and Operational Capacity	Applicants’ financial and operational capacity must be verified as described in Annex C of the Work Programme General Annexes.
Legal and Financial Set-up of the Grant	The granting authority may, up to 4 years after the end of the action, object to transfer of ownership or exclusive licensing of results. See Annex G and Annex 5 of the Model Grant Agreement.
Application Form	Standard application form (HE CSA) must be used as available in the Submission System.
Collaboration Requirements	The action should support cooperation among regional governments and industrial clusters, and may involve working with the Chips Competence Centres established under the Chips JU.
