Submarine Cable Repair Capacities – Pilot Works

Development, adaptation and production of modular repair equipment.

Pre-configuration of at least three flat deck vessels to be made available for transporting and deploying the repair modules.

Costs relating to lease or service level agreements with third-party vessel providers (for at least 10 years availability).

Operational costs directly related to the objectives of the call.

Contribution to increasing repair capacity and resilience in the Baltic Sea region.

Technical robustness, adaptability, portability, and scalability of the proposed solution, including rapid deployment capabilities.

Maturity and credibility of the implementation plan, including vessel compatibility and stakeholder coordination.

Degree of digital sovereignty and strategic autonomy enabled.

Financial and operational capacity of the applicant.

Compliance with CPEI Area 8 and relevant EU Recommendations.

Proposals from entities other than public organizations with an emergency response mandate are not eligible.

Projects not serving EU Member States in the Baltic Sea region are excluded.

Proposals not demonstrating effective coordination with Regional Cable Hubs or lacking pre-configured vessel commitments will be excluded.

Projects failing admissibility, financial, or operational capacity requirements as specified in the call document will be excluded.

Grant recipients will be required to submit regular technical and financial reports according to the Grant Agreement and EU reporting standards.

Applicants must demonstrate and report on actual deployment capacity, effectiveness, and impact in emergency repair operations.

All proposals must be submitted electronically via the EU Submission System, using the required forms (Part A and B), and must include detailed budgets, timetables (Gantt Chart), letters of support, security compliance declarations, business plan spreadsheets, and ownership control declarations.

Applications are evaluated according to procedures described in the call document; only forms found inside the Submission System are accepted.

Evaluation and grant agreement phases follow the indicative timeline in the call document.

Security compliance declaration.
