Support to the implementation of Multi-Country Projects (MCPs)

Support for the deployment of Multi-Country Projects (MCPs), delivering fully functional digital infrastructures or operational services with clear long-term sustainability. Projects must contribute to the digital transformation and industrial recovery of the EU by involving at least three Member States. Implementation may be through a European Digital Infrastructure Consortium (EDIC) or similar mechanisms, pooling resources from the EU, Member States, and private entities. Funded projects must demonstrate significant added EU value, foster cross-border digital services and infrastructures, bridge the gap between pilot and deployment, and support a secure, interoperable Single Market across public and private sectors.

Coverage	Funding covers deployment and use of common EU digital infrastructures; advanced EU-wide services, including for industry, SMEs, and/or public administrations; use of computing and processing capacities; data generation, collection, aggregation and sharing; creation and optimisation of large data models; standardisation and certification of services, digital infrastructures or data models; deployment of trustworthy AI capacities and resources; dissemination and exploitation of project results; stakeholder engagement; and capacity building.

Grant application conditions

Admissibility Conditions	Described in section 5 of the call document. Proposal page limits and layout: described in Part B of the Application Form.
Eligible Countries	Described in section 6 of the call document.
Other Eligibility Conditions	At least three EU Member States must participate. Projects must include cross-border cooperation, typically via an EDIC or a consortium involving at least three Member States.
Legal and Financial Capacity	Described in section 7 of the call document.
Project Scope	Projects must facilitate the deployment of large-scale digital infrastructures/services. Project must have a clear sustainability plan. Project must demonstrate significant EU-added value beyond Member State capability.
Operational Objectives	Contribute to at least one operational objective from Regulation (EU) 2021/694 (Articles 4-8).
Required Maturity	Project maturity must be sufficient for deployment.
Minimum Consortium Size	At least three EU Member States represented.
Use of Funding	Funding can cover digital infrastructure deployment, advanced services, capacity building, stakeholder engagement, and other listed eligible costs.
