Strengthening plant health: addressing emerging plant pest risks

This grant aims to strengthen plant health by addressing emerging plant pests that pose significant socio-economic and environmental threats to agriculture and forestry within the EU and Associated Countries. The focus is on improved understanding of pest emergence drivers (such as climate change and globalisation), developing cost-effective and environmentally friendly preventive or curative measures, delivering robust scientific support for decision-making, and ensuring these measures are made available to farmers and forest owners.

Grant application conditions

Eligibility of Countries	Applicants from EU Member States and Associated Countries are eligible as described in Annex B of the Horizon Europe Work Programme General Annexes.
Eligible Applicants	Consortia including a range of actors such as research organisations, plant health services, farming/forestry sectors, advisory services, industry, and potentially the Joint Research Centre (JRC). Proposals must implement the multi-actor approach.
Admissibility	Applicants must not disclose their organisation names, acronyms, logos or personnel names in the abstract and first-stage application (blind evaluation).
Financial Support to Third Parties	Permitted in the form of grants, with a maximum of €60,000 to each third party per project.
Proposal Requirements	Enhance understanding of biology, introduction pathways, mechanisms of spread of targeted pest(s). Develop rapid, safe, and cost-effective tools and methods for prevention, detection, surveillance, treatment, and (bio)control measures, in line with sustainable and integrated pest management. Assess social, economic, and environmental impacts of plant pest(s) establishment and spread. Develop strategies to mitigate socio-economic and environmental impacts. Contribute to the identification of resistant/tolerant traits. Target one or more emerging plant pests not already targeted in other specified Horizon Europe topics.
Project Duration	As defined in the grant agreement; project start and completion within the Horizon Europe Programme period.
Budget	Individual grant maximum: €6,000,000; total topic budget: €12,000,000.
