Training and innovation networks for sustained capacity development related to ethics, regulatory, pharmacovigilance, and related digital regulatory platforms

This grant supports the establishment of training, twinning, and innovation networks to build and sustain workforce capacity in ethics, regulatory, and pharmacovigilance (PV) in sub-Saharan Africa (SSA). It focuses on addressing gaps in regulatory oversight, ethics review committees, and PV systems for medical products (therapeutics and vaccines) by leveraging digital technologies, including AI and big data. The overall aim is to harmonise standards and strengthen digital regulatory platforms, contributing to resilient and future-ready health regulation and strengthened research ethics and PV environments across SSA.

Max funding	Each individual grant can receive up to 1,500,000 EUR (SERP-01 action).
Budget	Total indicative budget for SERP-01 action: 15,000,000 EUR (2026). Total indicative budget for related DIGIT-02 action: 18,000,000 EUR (2026).
Coverage	Funding rate: 100% of eligible costs; lump sum grants apply. Financial support to third parties in the form of sub-grants is permitted, up to a maximum of 60,000 EUR per third party.

Coordinator Requirements	If the consortium coordinator is not established in a sub-Saharan African country (EDCTP Association member), a scientific project leader from a SSA country member of the EDCTP Association must be appointed.
Project Activities	Projects must address capacity building in ethics, regulatory, or PV systems for medical products Establish and/or strengthen training/twinning/innovation networks and digital infrastructure Implementation of a digital health ecosystem, including integration of data-driven technologies
Maximum Funding to Third Parties	Financial support to third parties is allowed only as grants, maximum 60,000 EUR per third party.
Exclusions	Capacity building activities related to manufacturing (including batch release, technology transfer, local API production, diagnostic production, financing/manufacturing support) are out of scope, except for strengthening NRA capacity to carry out manufacturer inspections for regulatory/marketing authorisation purposes.
EU/JU Rights	Global Health EDCTP3 JU may, up to four years after the end of the action, object to transfers or exclusive licensing of results as per the Model Grant Agreement. This right applies also to non-funded participants.
