Construction of Nearly Zero-Energy Buildings for Local Government Units 2025

The aim of the grant is to reduce the volume of high-energy-consuming buildings of local government units by replacing them with nearly zero-energy buildings.

Grant application conditions

Geographical restriction	Estonia
Energy label of the building to be demolished	Must not be higher than energy label class D
Usage of the building to be demolished	Must have been in use and heated for at least three calendar years before the opening of the application round
Area of the building to be demolished and the new building	The heated area of the building(s) to be demolished must not be smaller than that of the new building
Ownership of the building to be demolished	Must have been acquired before 01.01.2021 (except for transactions between related entities)
Energy efficiency of the new building	Must comply with the requirements in force at the time of submitting the building permit application
Usage of the new building	Must be in use for at least five years for the provision of public services
Accessibility	Must adhere to accessibility principles
