EIS offers support to help companies find experts suitable for the target market, accelerate export activities and save time and money.


Are you an entrepreneur who wants to expand abroad or adapt a product to the requirements of the target market? The Entrepreneurship and Innovation Foundation (EIS) offers the service “Engaging an international expert”, which provides the opportunity to receive expert assistance in export strategy, finding sales channels or partners, ensuring compliance with market standards and certification requirements, or in other export and product development issues. Through the service, EIS also supports if you already have a cooperation partner but need help covering costs.

Key terms and conditions of the service

  • The service can be used either together with an expert search (specific target countries: Sweden, Norway, Germany, France, Great Britain, UAE, Saudi Arabia, South Korea) or with your own expert, whose need may be worldwide.
  • EIS compensates 50% of the expert's fee, up to a maximum of 10,000 euros per expert (excluding VAT).
  • The company participating in the service must meet certain thresholds: be a small or medium-sized company, or a large company whose activities include Estonian SMEs; be planning to export, have an innovative product or are in product development; and have financial capacity and a strategy for conquering target markets.
  • The service lasts up to 12 months after the signing of the contract between the three parties – the company, the expert and the EIS procurement partner.
  • Applications are ongoing and the service is open until December 15, 2027 through EIS.

How ​​to get started?

  1. Find out what your company's bottleneck is in the target market - is the goal finding new customers, product-specific regulations, creating partnerships or other.
  2. Apply for the service via EIS - write whether you need an expert search or are using an existing expert.
  3. If all requirements are met, a tripartite agreement will be signed with the expert and cooperation can begin immediately.
